Luk Kim-ming was born in Hong Kong with ancestral roots in Jiangsu, working as a director, screenwriter, actor and voice actor with credits from 1985 to the present. In 1985 he directed his debut feature Wrong Couples, produced by Shaw Brothers under Mona Fong with Derek Yee as planner and released on 18 April that year; the screenplay, which he co-wrote with Tang Wing-luk, won him Best Screenplay at the 5th Hong Kong Film Awards in 1986, while co-star Wong Siu-fung took Best Actress and the film also won the People's Choice Award and was nominated for the Jury Award. Derek Yee became his long-time collaborator. Wrong Couples, with Derek Yee as the salesman Yu Siu-bo, Wong Siu-fung as Kam-kam and Liu Yin-ling as Jenna, tells of two couples who drift apart through misunderstanding; its bold subject made it a representative Hong Kong urban romance of the 1980s and turned Luk from screenwriter towards directing. Besides directing, he wrote scripts including Robotrix (1991), Sisters in Law and Her Fatal Ways II, and in the early 2000s, specialising in low-budget genre pictures, he directed titles such as Love in a Thousand Years (2000), Internal Affair (2001), Troublesome Night 15 (2002), Heartbeat (2002) and Kung Fu Cooker (2002), with more than twenty features to his name, mostly around the supernatural, gambling and urban romance, followed later by the comedy titles All's Well End's Well Too (2003) and Five Tigers (2004). He also appears on screen as an actor, for instance as Blackie in C'est la vie, mon chéri (1993), as a cop in Blind Woman's Bluff (1993) and in The Untold Story 2, and works as a voice actor for film and television.

After winning a Hong Kong Film Award as a screenwriter, Luk turned to directing a large number of low-budget commercial films, becoming a regular fixture of Hong Kong genre cinema from the 1980s to the 2000s. A long-time collaborator of Derek Yee, he also contributed to the industry as an actor and voice actor, mostly in horror and comedy productions.
