CHANG Xiao Bing

Chang Xiaobing is a former executive director, chairman and chief executive officer of China Unicom (Hong Kong), listed on the Main Board of the Hong Kong Stock Exchange under stock code 762. The company's 2014 annual report records that he was 58 years old and had held those three positions since December 2004. It describes him as a professor-level senior engineer who graduated from the telecommunications engineering department of Nanjing Institute of Posts and Telecommunications with a bachelor's degree in engineering in 1982, obtained an MBA from Tsinghua University in 2001 and a doctorate in business administration from the Hong Kong Polytechnic University in 2005. Before joining China United Telecommunications Corporation he was deputy director of the Nanjing telecommunications bureau in Jiangsu, deputy director-general of the former Directorate General of Telecommunications, deputy director-general and then director-general of the telecommunications administration bureau of the former Ministry of Information Industry, a vice president of China Telecom Group, and an executive director and president of China Telecom Corporation. He became chairman of China United Telecommunications in November 2004; that company was renamed China United Network Communications Group in December 2008. He had also been a director of Telefonica S.A. since May 2011, and chaired the Unicom Group, China United Network Communications (the A-share company) and China Unicom Operations. The company's 2015 annual report records that he resigned as an executive director on 24 August 2015, and sets out his former roles together with board and committee attendance for the year. His signed chairman's statement in the 2014 report is dated 3 March 2015, a period in which the mainland telecommunications industry was adjusting to the replacement of the business tax with value-added tax and to the granting of 4G licences.
