Chen Huanwen was a native of Chaozhou, Guangdong, who entered the Shanghai film industry in the 1930s. Beginning as a unit manager, he later served as assistant director on Wen Yimin's Mandarin picture Qin Xianglian (1940), and went on to direct Mandarin films such as Three Charming Smiles Part 2 (1940) and Robber in Black (1941) for the Yi Hwa Film Company. After the war he moved to Hong Kong, working in production and music but most often appearing as an actor in Mandarin films including Three Females (1947) and Harmony Reigns (1948). In 1948 he returned to directing with two Cantonese sequels of The Vagabond Master, and the next year co-directed the Mandarin feature The Kung Fu Couple (1949) with Wang Yuenlung. He then worked steadily as a director on Cantonese pictures such as The Hero Becomes a Prisoner of Love (1950) and The Magical Flying Swordsman (1951), and Mandarin films including Marriage Escape and Miss Millionaire (both 1953). From the mid-1950s he turned to Amoy and Chaozhou-dialect films. In 1954 Xinguang Film Company, renamed Yi Zhong Film Company, hired him to direct the big-budget Amoy production The Romance of Lychee and Mirror (Parts 1-3, 1953-54); he made more than twenty Amoy films, among them The Story of Third Madam Li (1955) and Third Madam Teaches Her Son (1956), and was invited to Taiwan to direct Belle of the Treasure Island (1958). He also directed Hong Kong's first Chaozhou-dialect film, The Story of Wang Jinlong (1955), for Tuojiang Film Company, followed by A Smile for a Smile (1958) and, from 1960, a run of period Chaozhou films such as The Stepmother (1960) and Romance of the Iron Bow (1961). Over his career he made films in Mandarin, Cantonese, Amoy and Chaozhou dialects, leaving a broad record of Hong Kong's multilingual cinema.

Chen Huanwen was among the few directors who worked in Mandarin, Cantonese, Amoy and Chaozhou-dialect cinema. His 1955 film The Story of Wang Jinlong was Hong Kong's first Chaozhou-dialect picture, opening the way for a Chaozhou-film cycle in the territory, and he went on to direct more than twenty Amoy-dialect features.
