Chong Suet-kuen was born in 1943 to a family from Guolong, Puning, Guangdong. Her father, Chong Ming-fung, was a producer at Tung Shan Film Company. Fond of stage opera since childhood, she joined the Dongshan Chaozhou Music Company when it was formed in 1959, at seventeen, and played xiaosheng (young male) roles in A Pair of Carved Jade opposite Fong Hau-yuk and in a 1960 film opposite Ting Chor-kiu. When Tung Shan Film Co. was founded she became its principal male lead, appearing in more than thirty Chaozhou-dialect films, among them Strange Visitor (1960), Birthday Ceremony (1961), Two Imperial Sons-in-Law (1961), The Story of Splashed Water (1962), The Prime Minister in Male Disguise (1963), The Perfumed Ball (1963), Romance of the West Chamber (1964) and The Jade Fish (1964). She excelled at playing poor scholars thwarted by circumstance, and in the 1963 colour widescreen The Perfumed Ball, co-produced by Tung Shan and Shaw Brothers, she played twin brothers of opposite temperaments. Early on she was usually paired with Fong Hau-yuk and Ting Chor-kiu, and later with Shek Ling as the sheng to her dan. Riding the Chaozhou-film boom in Southeast Asia, she gave more than thirty stage performances in Thailand in 1964. When the genre declined in the mid-1960s, she moved with Pegasus Picture Production to Cantonese films such as Double Weddings (1965), The Precious Butterfly (1967), The Imperial Warrant (1968) and Xiu Niang (1970), and produced Mad Dragon and The Handsome Killer (both 1969). Her last film was A Ghost's Moaning (1971). She continued to perform on stage in the 1970s before emigrating to Australia, and died in 2009.

With a clear voice and a dashing cross-dressed xiaosheng image, Chong Suet-kuen became Tung Shan Film Co.'s principal male lead and starred in more than thirty works during the early-1960s Chaozhou-film boom. Moving from Chaozhou to Cantonese films and producing as well, she witnessed the rise and decline of Hong Kong's dialect film industry.
