ZHANG Li

Zhang Li is a co-founder of Guangzhou R&F Properties Company Limited. The company's 2021 annual report records that he was 69 that year and then served as co-chairman, executive director and chief executive officer, responsible for land acquisition, engineering development, cost control and corporate operations. His background was not in finance or professional services: the report notes that he worked in construction and fitting-out, and before founding the company served as Communist Youth League secretary of the Guangzhou No. 2 Light Industry Bureau and as a section chief in the Baiyun District township enterprise bureau, began property development in 1993 and co-founded R&F with Dr Li Sze Lim in August 1994. In corporate-history terms he belongs to the builder-turned-developer category. R&F started in Guangzhou, expanded into projects across mainland cities and listed in Hong Kong; the report places his duties at the two ends of land and engineering — buying sites, developing them and controlling costs, which were the three central tasks of the mainland property boom. On public roles the report lists him as a member of the eleventh, twelfth and thirteenth National Committees of the Chinese People's Political Consultative Conference, president of the real estate chamber of the All-China Federation of Industry and Commerce, and a director and adjunct professor of Jinan University. He also chaired and served as an executive director of a Hong Kong-listed company (stock code 1277) until he resigned on 16 June 2022. The report notes that his sister Zhang Lin is a non-executive director of R&F. One dating caveat matters: the offices described above come from the 2021 annual report. In the 2025 annual report he no longer appears in the directors' list and is shown only as a substantial shareholder — at 31 December 2025 he beneficially held more than 842 million H shares, about 22 per cent of the H-share interest, and was deemed interested in shares held by his spouse. The end of his board tenure should therefore be dated from the most recent report that still records his title.
