Chiu Chun-keung, also known as Dennis Chiu, was born in Hong Kong in 1951 with ancestral roots in Liwan, Guangzhou, and became a television director and producer. Raised on Hong Kong Island, he finished primary school at Raimondi College in 1963, repeated Form One at Fong Lam Middle School, where he was named a model student and won a Hong Kong Jockey Club scholarship, and joined Television Broadcasts' first acting course in 1972. After graduating in 1973 he switched to backstage work, rising from assistant director to director and producer. He produced an instalment of the Chinese Folklore anthology for the station in 1975, and in 1980 produced the Republican-era drama The Bund, which became his signature work: twenty-five episodes starring Chow Yun-fat, Angie Chiu and Ray Lui, averaging around sixty ratings points, followed by such hits as the serial about drifting youth. In 1984 he produced the police drama The New Superman. He left Television Broadcasts in December 1985 for Taiwan and in 1986 co-founded a video production company with the film producer Leung Lee-siu-ha, making tapes chiefly for overseas distribution including Vietnam. Returning to Hong Kong in early 1988, he produced live coverage of the Seoul Olympics for a sports broadcaster and joined Asia Television as deputy production controller in October that year, becoming production controller in May 1989. He then shifted his focus to the mainland, returning in 1996 to produce a remake of The Bund for Television Broadcasts. He also held a directing contract with Shaw Brothers in the 1980s, directing several features, and in August 2001 replaced Johnnie To as chief operating officer of China Star Entertainment. He has long lived in Beijing, where in 2019 he began running a small film-making course.

Produced by Chiu in 1980, The Bund created characters such as Hui Man-keung and Fung Ching-ching and became a classic of Hong Kong's Republican-era serials, setting a reference point for the scale and pacing of similar productions. His career across Television Broadcasts and Asia Television reflects the movement of talent between the territory's television stations.
