Charles Tang Wing-hung was born in 1951 and is a Hong Kong voice actor, screenwriter and director; his son Tang Siu-kei is also a voice actor. He studied at St. Francis Xavier's College, where he often took part in speech and debating contests, and after leaving school in 1970 joined a radio drama, The Gifted Listener, while teaching English and mathematics at a Tsuen Wan school and working part-time in broadcasting. He completed a pre-university course in 1971, joined Television Broadcasts' second actor training class in 1972 and entered its Cantonese dubbing unit in 1973 as the second disciple of the veteran voice actor Ting Yu. From 1978 to 1993 he was Jackie Chan's designated Cantonese voice, dubbing films such as Snake in the Eagle's Shadow, Project A and Police Story, in which he voiced characters such as Ma Ju-lung and Chan Ka-kui respectively. Working freelance from 1983, he wrote and directed films; his first screenplay, for the 1984 police drama Law with Two Phases, helped its lead Lee Sau-yin win a Golden Horse best actor award, while his next screenplay, co-written with Luk Kim-ming, won best screenplay at the 5th Hong Kong Film Awards in 1986. He also directed and produced features, and repeatedly taught on the station's dubbing courses. He returned to TVB's dubbing unit several times, worked freelance, and after retiring in 2017 still ran classes to train newcomers.

Charles Tang gave Jackie Chan's film roles their long-familiar Cantonese voice, and his Best Screenplay win for the 1986 film he co-wrote showed that dubbing and screenwriting could go hand in hand. He later spent years training new generations of voice actors.
