Paul Kwong was the second Archbishop and Primate of the Hong Kong Sheng Kung Hui. The province's official history records that after the first Archbishop, Peter Kwong, retired in 2007, the provincial electoral college chose Paul Kwong, then Bishop of the Hong Kong Island diocese, as the second Archbishop, and that he was enthroned on 26 September 2007. The official list of past bishops records his term as 2007 to 2020. The official pages do not state his year of birth or his earlier career.
