霍兆剛（Joseph Paul Fok）1962年喺香港出世，係香港終審法院常任法官。佢早年喺英國接受教育，1984年喺倫敦大學學院（UCL）取得法學學士學位，1985年喺中殿律師學院獲認可為大律師，並喺當地接受商業法嘅實習訓練。1986年佢返回香港，獲認可為香港大律師，開始私人執業，主要從事商業法同公法領域嘅訴訟工作。1997年佢成為特許仲裁員學會院士，1999年獲委任為資深大律師，繼續私人執業直至2010年全職加入司法機構。佢亦喺1991年獲認可為新加坡最高法院律師，並喺2002至2006年間喺新加坡兼職執業。霍兆剛喺2003至2009年間擔任高等法院原訟法庭暫委法官，2010年獲委任為原訟法庭法官，2011年升任高等法院上訴庭法官。2013年10月21日，佢獲委任為終審法院常任法官，填補陳兆愷法官退休後嘅空缺。霍兆剛亦擔任終審法院規則委員會成員，曾任司法機構資訊科技委員會成員。佢喺2006年獲委任為太平紳士，2015年當選為中殿律師學院理事，2022年獲選為倫敦大學學院榮譽院士。霍兆剛法官喺商業法、公法同仲裁方面有豐富嘅經驗，對香港嘅司法制度同法治維護作出咗重要貢獻。

The Honourable Mr Justice Joseph Paul Fok (born 1962, Hong Kong) is a Permanent Judge of the Court of Final Appeal of Hong Kong. He was educated in the United Kingdom, graduating with an LLB from University College London (UCL) in 1984. He was called to the Bar at the Middle Temple in 1985 and undertook commercial pupillage. In 1986, he returned to Hong Kong, was admitted to the Hong Kong Bar, and commenced private practice in commercial and public law. He became a Fellow of the Chartered Institute of Arbitrators in 1997 and was appointed Senior Counsel in 1999. He was admitted as an Advocate and Solicitor of the Supreme Court of Singapore in 1991. He served as a Recorder of the Court of First Instance from 2003 to 2009, was appointed a Judge of the Court of First Instance in 2010, and a Justice of Appeal in 2011. He was appointed a Permanent Judge of the Court of Final Appeal on 21 October 2013. He was appointed a Justice of the Peace in 2006, elected a Bencher of the Middle Temple in 2015, and an Honorary Fellow of UCL in 2022.
