The closing sub-section (“Restoration”) of the evacuation-and-restoration section in juan 13 of the Jiaqing Xin’an County Gazetteer (upper leaf of page 183 of the scan) records the reopening of the boundary: in the first month of Kangxi 7 (1668) the provincial governor surnamed Wang memorialised for the boundary to be extended, and by imperial order a commissioner was sent with the governor-general surnamed Zhou to survey and reopen the boundary and set up coastal defence, the people cheering along the roads as they welcomed them; in the tenth month the governor-general memorialised that the boundary should be extended first and defences set up afterwards; in the first month of the eighth year (1669) the boundary was extended, the people being allowed to return to their lands and those unwilling being free not to, and the people went back as if born again; and in the seventh month an imperial order restored the county administration. The section ends with the note “the foregoing is taken from the old gazetteer” (that is, from the Kangxi edition). The gazetteer gives surnames only (Governor Wang, Governor-General Zhou). This content fact was read by hand from the public-domain scan and sits alongside the Chronicles archive, which records that in 1669 the court adopted the memorials of Wang Lairan and Zhou Youde and ordered the boundary reopened, letting the people of the Hong Kong area who had been forcibly moved return home and resume their occupations (the sea ban stayed in force, ships could not sail abroad and islanders could not move back), and that between July and August 1669 the Qing government re-established the county administration of Xin’an, the first magistrate after the reopening being Li Kecheng of Tieling in Liaodong — which matches the gazetteer’s “in the seventh month an imperial order restored the county administration”. The gazetteer prints reign years and months only, so this site never converts them into Gregorian days; the timeline position (1669) is an ordering device only.
