On 28 July 1939, the Hong Kong Government implemented an ordinance requiring all British male residents of Hong Kong aged between 18 and 55 to serve; most of those called up were assigned to the Hong Kong Volunteer Defence Corps or transferred to the Royal Naval Reserve.
