李慧瓊

李慧瓊1974年生於香港，英文名Starry Lee Wai-king。她祖籍廣東佛山南海丹灶，持金紫荊星章（GBS）及太平紳士（JP）銜，畢業於香港科技大學會計系，其後取得清華大學博士學位，本身為註冊會計師。她早年加入民主建港協進聯盟（民建聯），其後出任該黨副主席，是黨內核心人物之一。1999年她當選九龍城區議員，是當時最年輕的女區議員。2008年，她在立法會九龍西地方選區直選勝出，以三萬九千多票首次晉身立法會，並曾出任立法會財經事務委員會主席；2012至2016年轉戰俗稱「超級區議會」的區議會（第二）功能界別，以二十七萬七千多票當選；2016年以三十萬四千多票連任，並由同年起出任內務委員會主席，直至2025年，長期處理議事程序與法案審議。2021年立法會選舉改制後，她改循九龍中地方選區參選，以九萬五千九百多票、得票率近七成連任，2025年再以五萬三千多票在同一選區當選。她亦是香港最年輕的中華人民共和國全國人民代表大會常務委員會委員，於2023年3月接替譚耀宗出任該職，議會服務前後達十七年。2015年4月至2023年9月，她接替譚耀宗出任民建聯主席，是該黨創黨以來首位女性主席，任內帶領該黨出戰多場區議會及立法會選舉，卸任後由陳克勤接棒；2012至2016年她曾任行政會議非官守成員，參與政府最高層決策。2026年1月8日，她在第八屆立法會主席選舉中以47票對42票擊敗陳振英，當選立法會主席，接替梁君彥。

Starry Lee Wai-king, born in Hong Kong in 1974, holds the Gold Bauhinia Star and the title of Justice of the Peace. An accounting graduate of the Hong Kong University of Science and Technology and a certified accountant, she also holds a doctorate from Tsinghua University. She joined the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB) and later served as one of its vice-chairwomen. In 1999 she was elected to the Kowloon City District Council, at the time the youngest woman to hold such a seat. She entered the Legislative Council in 2008 as the directly elected member for Kowloon West with more than 39,000 votes, and chaired the council's Panel on Financial Affairs. She served the District Council (Second) functional constituency from 2012 to 2016, winning more than 277,000 votes and then more than 304,000, became Chairman of the LegCo House Committee in 2016 — a post she held until 2025 — and after the electoral overhaul of 2021 contested and won the Kowloon Central geographical constituency with more than 95,000 votes, nearly seventy per cent of the poll, and was returned again in 2025. She is also the youngest Hong Kong member of the Standing Committee of the National People's Congress, taking up the post in March 2023 in succession to Tam Yiu-chung. From April 2015 to September 2023 she chaired the DAB, succeeding Tam Yiu-chung as the party's first woman leader, and she sat on the Executive Council as a non-official member from 2012 to 2016. On 8 January 2026 she defeated Chan Chun-ying by 47 votes to 42 to be elected President of the eighth Legislative Council, succeeding Andrew Leung.
