Making the system work on the ground
The job is not only about writing documents but about making the system actually work in a busy setting: risk-based inspections, measuring and recording chilling and freezing temperatures, checking storage and defrosting, overseeing cleaning and pest control, following up complaints and suspected poisoning cases, and arranging staff hygiene training. Factories and chains usually build programmes on the HACCP approach promoted by the Centre for Food Safety, with a designated person leading the hazard analysis, setting critical control points, defining monitoring and keeping records for audits and inspections.
An official reference point for entry
There is no statutory registration in the private market, so the entry barrier is qualifications and experience. The Government's food safety officer post is a reference: a relevant bachelor's and master's degree in food science, food technology, nutritional science, food toxicology, food microbiology or food biotechnology, ten years of relevant post-graduate experience with five of them supervisory, and Level 2 in Chinese and English. Private employers set their own bar by size and risk, usually asking for a relevant science degree plus practical HACCP work.
Industry reality and shifting demand
Tighter regulation, the spread of takeaways and central kitchens and greater public sensitivity to food incidents have pushed companies to employ dedicated food safety staff rather than leaving the task to a production supervisor. The role faces the kitchen, the laboratory and the boardroom at once, and persuading busy front-line operators to follow procedures often matters more than analytical skill. Officers also need to keep up with the Centre for Food Safety's trade guidelines and the rules that drive audits and inspections.
