In 1669, the imperial court adopted the memorials of Wang Lairan and Zhou Youde and ordered the border to be reopened, allowing the people of the Hong Kong area who had been forcibly relocated to return to their homes and resume their former occupations; however, the sea ban was not lifted, ships were still not allowed to go abroad, and residents on the various islands could not move back.
In 1669, Tang Man-wai of Kam Tin moved the Tai Kiu Tun market (present-day west bank of the Yuen Long River mouth) to the Yuen Long market on the east bank (present-day Yuen Long Old Market), where a Tai Wong Old Temple was later built, dedicated to Hung Shing and Yeung Hau.
Between July and August 1669, the Qing government re-established the administrative office in Xinan County, whose jurisdiction covered the Hong Kong area, and the first person to serve as county magistrate after the lifting of the border ban was Li Kecheng from Tieling in Liaodong.
After the boundary was restored in 1669, the eighth year of the Kangxi reign of the Qing, the government recruited large numbers of Hakka people to come to Hong Kong to cultivate wasteland.
