On the twenty-seventh day of the fifth month in the nineteenth year of the Daoguang reign (2 August 1839), Imperial Commissioner Lin Zexu issued a proclamation prohibiting local residents from trading with foreigners and ordered Charles Elliot, British Superintendent of Trade in China, to hand over the murderer of Lin Weixi.
