1843年7月22日，清政府所派欽差大臣耆英到達香港，與英國方面之談判代表、時任港督砵甸乍一同簽署《中英五口通商章程》。該章程屬1842年《南京條約》之補充條款，確認英方在華享有領事裁判權，並訂明中國海關稅率為5%。
On 22 July 1843, Qiying, the Imperial Commissioner sent by the Qing government, arrived in Hong Kong and signed the Supplementary Treaty of the Bogue with the British negotiator and then Governor Pottinger; the treaty was a supplementary provision to the 1842 Treaty of Nanking, confirming British consular jurisdiction in China and setting the Chinese customs tariff at 5%.
