On 9 March 1844, William Caine, the Chief Magistrate, issued a notice requiring all Chinese watchmen to apply to the assistant Gützlaff for licences, so that Chinese watchmen would take on the task of maintaining public order in the Chinese community while complementing the police system.

1844年3月12日，港府實施一條商船管制條例，訂明英國商船船東不得拋棄船員，也不得拒載他們返英，然而此條例後來被英女王否決。
On 12 March 1844, the Hong Kong government implemented an ordinance regulating merchant ships, providing that British merchant ship owners must not abandon their crew members or refuse to carry them back to Britain, but the ordinance was later disallowed by Queen Victoria.

1844年3月20日，立法局就一條條例完成審議與表決，並予以通過；條文規定公眾地方不得隨意丟棄廢物，亦不可擾亂社會安寧。
On 20 March 1844, the Legislative Council completed its deliberation and vote on an ordinance and passed it; its provisions stipulated that waste must not be discarded indiscriminately in public places and that public order must not be disturbed.
