1844年12月28日當日，港府訂立一條條例，就鹽、鴉片、大麻及蔞葉等買賣，授權總督會同行政局發牌，並以公開拍賣或投標方式，將牌照批予出價最高者；香港鴉片專營制度自此展開。
On 28 December 1844, the Hong Kong government enacted an ordinance authorising the Governor in Council to license the trade in salt, opium, cannabis and betel leaf, and to grant licences by public auction or tender to the highest bidder; the Hong Kong opium monopoly system began thereafter.
