港府於1845年8月19日立法，針對債務及不超過100元的索償糾紛，訂明高等法院可無需陪審團審理，該條例即為此而制定。
On 19 August 1845, the Hong Kong government legislated to provide that the Supreme Court could hear cases concerning debts and claims not exceeding 100 dollars without a jury, and the ordinance was made for this purpose.
