In July 1857, the Hong Kong government amended a colonial public order ordinance passed in 1857, empowering the Governor to deport any non-British person.

1857年7月4日，香港高等法院就美國籍人士博格斯涉及多宗海盜搶劫計劃的案件作出裁決，裁定其海盜罪名成立，判處終身流放，他因而成為香港首名被裁定海盜罪成的外籍海盜。

On 4 July 1857, the Hong Kong Supreme Court ruled on the case of the American Boggs, who was involved in several pirate robbery plots, convicting him of piracy and sentencing him to life transportation, making him the first foreign pirate convicted of piracy in Hong Kong.
