1861年10月12日，香港政府於憲報公佈，英國政府將透過考試制度選拔官學生（即後來所稱的政務官），再安排他們前來香港任職。翌年9月，迪恩、史密斯及杜老誌作為第一批官學生抵達香港。
On 12 October 1861, the Hong Kong government announced in the Government Gazette that the British government would select cadets (later known as administrative officers) through an examination system and arrange for them to come to Hong Kong for service; in September of the following year, Deane, Smith and Todhunter arrived in Hong Kong as the first batch of cadets.
