1868年7月1日，兩廣總督瑞麟封鎖香港，目的在查緝鴉片走私商販及堵截稅款流失。清政府於鯉魚門、汲水門兩個香港海域東西兩側出入通道，以及九龍城周邊，設置檢查站並派出巡邏船，截查往來香港與廣東沿岸的中國民船；鴉片徵收釐金，每箱16兩。
On 1 July 1868, the Governor-General of Liangguang, Rui Lin, blockaded Hong Kong in order to hunt down opium smugglers and stop the loss of tax revenue; the Qing government set up checkpoints and dispatched patrol boats at the two sea entrances on the east and west sides of Hong Kong waters at Lei Yue Mun and Kap Shui Mun, and around Kowloon City, to intercept Chinese junks travelling between Hong Kong and the Guangdong coast, with likin levied on opium at 16 taels per chest.
