1869年4月22日，署理華民政務司李斯特到廣福義祠巡查，發現該地環境十分惡劣，病人與屍體被安置於同一處所，事件隨即獲香港多家報章大篇幅刊載。港府隨後馬上展開調查，批評義祠所為不合人道，並於同月三十日下令封閉該祠。
On 22 April 1869, Acting Secretary for Chinese Affairs Lister inspected Kwong Fuk Yi Tsz and found the environment extremely poor, with patients and corpses placed in the same premises, an incident subsequently reported extensively in multiple Hong Kong newspapers; the Hong Kong government immediately launched an investigation, criticized the temple's practices as inhumane, and ordered its closure on the 30th of the same month.
