1869年10月2日，港府頒布一條條例，授予警察司權限，可就任何公眾活動制訂規管道路使用的規例；並授權船政廳制訂規例，以維持香港任何水域的暢行無阻。
On 2 October 1869 the Hong Kong Government issued an ordinance empowering the Captain Superintendent of Police to make regulations governing the use of roads for any public event, and authorising the Harbour Office to make regulations to keep all waters of Hong Kong free of obstruction.

On 2 October 1869 the Hong Kong Government issued an ordinance providing that the Captain Superintendent of Police had the power to make rules governing the use of roads for different kinds of public events, while the Harbour Office could make regulations to keep traffic in all waters of Hong Kong unobstructed.
