On 26 June 1872, the Governor's proposal submitted to the Executive Council was accepted, allowing the Hongkong and Shanghai Bank to issue one-dollar banknotes to address wear and depreciation of silver dollars in circulation; however, the Colonial Secretary strongly opposed this and suggested permitting only a total of $226,000 in irredeemable one-dollar notes to continue circulating.
