1883年8月7日，港督寶雲提出改組立法局的方案獲英國殖民地部大臣德比批准，該局成員將包括六位官守議員及五位非官守議員；在非官守席位方面，規定最少要有一名華人，而香港總商會與太平紳士則各自負責推薦其中一位人選。

On 7 August 1883, Governor Bowen's proposal to reorganise the Legislative Council was approved by Derby, Secretary of State for the Colonies, with the Council to comprise six official and five unofficial members; among the unofficial seats at least one was to be Chinese, with the Hong Kong General Chamber of Commerce and the Justices of the Peace each recommending one of the members.
