On 5 April 1884, the Queen signed and promulgated the revised Letters Patent; in the Executive Council, the Treasurer held an ex officio official seat as expressly provided, bringing the total number of such seats to four.

1884年4月10日當日，香港政府推行一條條例，規定凡非中醫類別的醫生，均須先向當局完成註冊手續，方可從事醫療工作。
On 10 April 1884 the Hong Kong Government introduced an ordinance providing that all doctors other than Chinese medicine practitioners had to complete registration with the authorities before practising medicine.
