1898年10月20日，英方藉樞密院命令，把新界劃入香港殖民地版圖，並使香港法例於當地生效；至於九龍寨城，清政府官員仍可維持管轄，惟不能阻撓為防衞香港而作的軍事安排。
On 20 October 1898, by Order in Council, Britain incorporated the New Territories into the Colony of Hong Kong and applied Hong Kong laws there; regarding Kowloon Walled City, Qing officials could still maintain jurisdiction but could not obstruct military arrangements for the defence of Hong Kong.

1898年10月20日，英國君主藉樞密院令頒布，把新界歸入香港殖民地之版圖。
