1899年7月8日，港府委任部分新界鄉紳出任分約鄉事委員，擔當向鄉民解說政策的中介角色。
On 8 July 1899, the Hong Kong government appointed some New Territories rural gentry as sub-district rural committee members to act as intermediaries explaining policy to villagers.

一八九九年七月八日，香港政府調整新界行政分區，加入東海約，令新界劃作八個約與四十六個分約。
On 8 July 1899, the Hong Kong government adjusted the administrative divisions of the New Territories by adding the Eastern Sea District, dividing the New Territories into eight districts and forty-six sub-districts.
