1899年10月4日，譚鍾麟以兩廣總督身分發出指令，汲水門、長洲、佛頭洲這三處隸屬九龍關的關廠於午夜起終止業務；與此同時，大鏟、伶仃、沙魚涌、三門關廠投入運作，九龍關的名稱則改為九龍新關。
On 4 October 1899, Tan Zhonglin, in his capacity as Viceroy of Liangguang, issued an order that the three customs stations under the Kowloon Customs at Kap Shui Mun, Cheung Chau and Fat Tau Chau cease operations from midnight; at the same time, the customs stations at Tai Tsan, Lingding, Sha Yu Chung and Sam Mun began operating, and the name of the Kowloon Customs was changed to the New Kowloon Customs.
