1905年8月1日，彌敦以港督身分會同行政局決定設立兩個田土辦事處，分管新界南約及北約，並界定轄區：南約涵蓋新九龍與東龍洲、佛堂洲、鐵篸洲；北約涵蓋新九龍以外新界陸地，以及三島以外、位於北緯22.15度以北且東經114.1度以東之新界島嶼。
On 1 August 1905, Nathan, as Governor, with the Executive Council decided to establish two land offices, respectively administering the Southern District and Northern District of the New Territories, and defined their jurisdictions: the Southern District covered New Kowloon and Tung Lung Chau, Fat Tong Chau and Tit Cham Chau; the Northern District covered the land of the New Territories outside New Kowloon, as well as the New Territories islands other than the three islands that lie north of latitude 22.15 degrees north and east of longitude 114.1 degrees east.
