1917年5月3日，香港憲法革新會宣告成立，其組成者全屬關注香港事務的外籍人士，目標是推動港府進行政治體制改革，主席由何理玉出任。

On 3 May 1917, the Hong Kong Constitutional Reform Association was announced, composed entirely of expatriates concerned with Hong Kong affairs, aiming to promote political reform of the Hong Kong Government, with Ho Li-yuk as chairman.
