On 3 February 1930, Ho Chi Minh proclaimed the founding of the Communist Party of Vietnam in Hong Kong and was its founder; on 6 June 1931 he was arrested by the Hong Kong authorities and held in Victoria Prison, and after several rounds of trial was deported in January 1933, afterwards going to Xiamen.

On 10 June 1931, the Hong Kong police arrested Cai Hesen, Secretary of the Guangdong Provincial Committee of the Chinese Communist Party, at a seamen's meeting, and the Hong Kong Government subsequently handed him over to Chen Jitang, Chairman of the Guangdong Provincial Government, and he was ultimately executed.
