On 28 October 1932, to implement the Ottawa Agreements of 1932, the Hong Kong Government promulgated the Commonwealth Preference Ordinance 1932, imposing a duty of twenty per cent of the value of the whole vehicle on motor cars imported from non-Commonwealth areas.
