1945年3月24日，日佔政府頒布命令，要求所有年滿十歲的香港居民，在4月9日至19日之內，向警察總局長申請並領取住民證，而離開住所時須把該證帶在身上。
On 24 March 1945, the Japanese occupation government issued an order requiring all Hong Kong residents aged ten or above to apply for and obtain a resident certificate from the Commissioner of Police between 9 and 19 April, and to carry the certificate when leaving their residence.
