1945-05-01 · 英國

1945年5月1日，麥道高（香港計劃小組主任）、華倫．施懷雅（太古董事）、摩士（滙豐銀行主席）及根特（殖民地部助理次官）舉行會議，討論香港政制改革，內容涵蓋市議會設立與立法局改組；會後成果其後獲港督楊慕琦用作憲制改革參考。

On 1 May 1945, MacDougall (Director of the Hong Kong Planning Unit), Warren Swire (a Swire director), Morse (Chairman of the Hong Kong and Shanghai Bank) and Gent (Assistant Under-Secretary of State for the Colonies) held a meeting to discuss constitutional reform in Hong Kong, covering the establishment of a municipal council and the reorganisation of the Legislative Council; the outcome was later used by Governor Mark Young as a reference for constitutional reform.

1945年5月16日，日佔政府頒布香督令第37號，規定危害治安者交由特別治安法庭審理。

On 16 May 1945, the Japanese occupation government promulgated the Governor of Hong Kong's Order No. 37, providing that persons endangering public order be tried by a special security court.
