1950年5月3日，香港政府宣佈，凡被查出持有軍火、彈藥或爆炸品即屬犯罪者，可被判處終身監禁；有關措施乃依據一條1949年訂立的緊急規例中若干條文而訂立。
On 3 May 1950, the Hong Kong Government announced that anyone found guilty of possessing arms, ammunition or explosives would be liable to life imprisonment; the measure was made under certain provisions of an emergency regulation enacted in 1949.
