1956年1月11日，港府發表「克什米爾公主號」爆炸調查報告，指國民黨特務趁該機停於啟德機場時裝設定時炸彈，目標為時任國務院總理周恩來。
On 11 January 1956, the Hong Kong Government published its investigation report on the "Kashmir Princess" explosion, stating that Kuomintang agents had planted a time bomb on the aircraft while it was parked at Kai Tak Airport, targeting then Premier of the State Council Zhou Enlai.

港府於1956年1月27日改組市政局，依據一條1956年修訂條例：非官守議員席位增設六個，任期四年，並新設四席民選議員；改組後由六名官守議員、八名委任非官守議員及八名民選議員組成，合共22人。
On 27 January 1956, the Hong Kong Government reorganised the Urban Council under an amending ordinance of 1956: six additional unofficial member seats were created with a term of four years, and four new elected member seats were introduced; after the reorganisation it comprised six official members, eight appointed unofficial members and eight elected members, 22 in total.
