1961年2月22日，杜嘉菱以英國外交大臣身分向國防大臣及首相發出密函，內容指出一旦北京以軍事力量取回香港，倫敦方面除動用核子武器外別無他法，否則唯有放手；他同時提議英方應與華盛頓磋商，藉助核武保衛香港。
On 22 February 1961, Douglas-Home, as British Foreign Secretary, sent a secret letter to the Defence Secretary and the Prime Minister stating that if Beijing took back Hong Kong by military force, London would have no option but to use nuclear weapons or else let it go, and he also proposed that the British side should consult Washington on using nuclear weapons to defend Hong Kong.
