On 5 May 1962, Bao'an County in Guangdong Province relaxed controls on residents travelling to Hong Kong; according to the county's estimate, from 27 April to 8 July about 80,000 people crossed the Bao'an County border and fled outwards, of whom about 58,810 were later repatriated by the Hong Kong Government.
