1970年10月6日，胡鴻烈以市政局議員身分於局方會議提出動議，主張港府從速修訂《市政局條例》第45條，讓局內會議中英雙語並用；最終17票贊成、5票棄權，議案通過。
On 6 October 1970, Woo Hon-fai, in his capacity as an Urban Council member, moved a motion at a Council meeting proposing that the Hong Kong government promptly amend section 45 of the Urban Council Ordinance to allow the use of both Chinese and English in Council meetings; the motion was passed with 17 votes in favour and 5 abstentions.
