《殖民地規例》第55條列明，英女王有權經外交及聯邦事務部大臣下達指令，港府即可免經審訊及上訴程序解僱違規人員。
Article 55 of the Colonial Regulations stipulated that the Queen had the power to issue instructions through the Secretary of State for Foreign and Commonwealth Affairs, allowing the Hong Kong Government to dismiss offending officers without trial or appeal procedures.
