In AD 331, the Jin dynasty divided Nanhai Commandery into two, establishing the new Dongguan Commandery governing six counties including Bao'an, with the Hong Kong area placed under Bao'an County; the Dongguan salt works was managed by the Dongguan Salt Commandant.
