梁美芬（Priscilla Leung Mei-fun）1961年喺香港出世，係香港政治人物、執業大律師同法律學者。佢喺香港中文大學主修英語語言與文學，後轉修政治與行政學，畢業後赴中國人民大學攻讀法學碩士同博士學位，師從香港《基本法》主要起草委員許崇德教授。梁美芬曾任律師行的近律師行中國業務部律師。佢喺香港城市大學法律學院任教超過24年，現任實務教授兼博士生導師，專研中國法、香港基本法同中港法律衝突。佢亦係深圳大學客座教授同中國國際經濟貿易仲裁委員會仲裁員。梁美芬現任香港立法會議員（選舉委員會界別）、全國人大常委會香港基本法委員會委員同港區全國人大代表。佢係經民聯副主席同西九新動力主席。2023年，梁美芬獲香港中文大學頒授榮譽院士銜。

Priscilla Leung Mei-fun SBS JP (born 1961, Hong Kong) is a Hong Kong politician, barrister, and legal scholar. She obtained her bachelor's degree from the Chinese University of Hong Kong, and her LLM and PhD from Renmin University of China under the supervision of Professor Xu Chongde, a key drafter of the Hong Kong Basic Law. She is a Professor of Practice and PhD supervisor at the City University of Hong Kong School of Law, where she has taught for over 24 years, specialising in Chinese law, the Hong Kong Basic Law, and conflict of laws between mainland China and Hong Kong. She is currently a Legislative Council member (Election Committee constituency), a member of the HKSAR Basic Law Committee under the NPCSC, and a Hong Kong deputy to the National People's Congress.
