溫和輝是香港北區區議會委任議員，報稱職業為社區工作者，獲頒榮譽勳章（M.H.），為民主建港協進聯盟（民建聯）成員。他是北區資深的地區工作者，長期在上水、粉嶺一帶服務街坊，曾任多屆北區區議員；2019年區議會選舉建制派失利後，他曾離開議會，至2023年12月12日獲行政長官委任為第七屆區議會（2024年至2027年）北區議員，於2024年1月1日履新，任期四年。北區區議會由四名地方選區議員、八名地區委員會界別議員、八名委任議員及四名當然議員合共二十四名議員組成，主席由北區民政事務專員出任。民建聯北區支部歷史悠久，是該黨最早成立的支部之一，多年來在區內建立地區網絡，其派出的議員多關注基層民生、鄉郊發展及房屋等議題。在議會內，他出任社區參與及文化康樂委員會主席，並為食物環境衞生委員會委員、提振地區經濟專責工作小組成員及大廈管理工作小組成員，在區議會架構中擔當較重要的角色。其議員辦事處設於粉嶺祥華邨祥和樓，服務粉嶺一帶居民，另公開傳真、電郵及社交媒體聯絡方法。北區既有公共屋邨，也有新界原居民村落，地區事務兼及社區設施、環境衞生及交通配套。除上述議會職務及公開資料外，關於他的早年經歷、教育背景及專業資歷，公開資料有限，本館未能逐一核實，謹此說明。

Wan Wo-fai is an appointed member of the North District Council, declares his occupation as a community worker, holds the Medal of Honour (M.H.) and is a member of the Democratic Alliance for the Betterment and Progress of Hong Kong (DAB). A veteran community worker in the North District, he has served residents around Sheung Shui and Fanling and was a North District councillor over several terms; after the pro-establishment camp's losses in the 2019 District Council election he left the council, and on 12 December 2023 he was appointed by the Chief Executive to the 7th District Council (2024-2027), taking office on 1 January 2024 for a four-year term. The North District Council has 24 members, made up of four elected constituency members, eight District Committees constituency members, eight appointed members and four ex-officio members, chaired by the District Officer. The DAB's North District branch is one of the party's oldest, with a long-standing local network. Within the council he chairs the Community Involvement, Culture and Recreation Committee and is a member of the Food, Environment and Hygiene Committee, the task group on boosting the local economy and the Building Management Working Group, giving him a prominent role in the council's structure. His ward office is in Cheung Wah Estate, Fanling, and he publishes fax, email and social-media contacts. The North District contains both public housing and indigenous villages, and its business covers community facilities, hygiene and transport.
