Wan Yeung-kin is an ex-officio member of the Islands District Council in Hong Kong, taking the seat by virtue of his office as chairman of the Lamma Island (North) Rural Committee. Under the District Councils Ordinance, the chairman of each rural committee in the New Territories automatically becomes an ex-officio member of the district council for that area. The Islands District Council has eight ex-officio members, representing the rural committees of Cheung Chau, Peng Chau, Tai O, Mui Wo, South Lantau, Lamma Island (North), Lamma Island (South) and Tung Chung. Lamma is Hong Kong's third-largest island, lying south-west of Hong Kong Island, with Yung Shue Wan and Sok Kwu Wan as its main villages; the north rural committee covers villages including Yung Shue Wan, Yung Shue Long and Lo Tik Wan. Rural committees are made up of village representatives and their chairmen are elected by the committee members; they voice the views of rural residents, help manage village affairs and advise the government on rural policy, and together they form the Heung Yee Kuk. Wan took up his seat on 1 January 2024, when the 7th District Council began its four-year term. On the council he is a member of the District Facilities and Works Committee, the Food, Environment and Hygiene Committee and the Traffic and Transport Committee, focusing on transport, environmental hygiene and district facilities. His ward office is at the Lamma Island (North) Rural Committee on Yung Shue Wan Main Street, serving island residents. The Islands is the largest district in Hong Kong by area and is made up of many islands, where residents depend largely on ferries; ferry frequency, fares and island infrastructure are therefore recurring concerns of the council. Apart from these council duties and the official records, little public information is available about Wan's earlier life, professional background or the year he became rural committee chairman.
