邱達根（Duncan Chiu）係香港科技創新界立法會議員、商人同創科企業家。邱達根自1996年起曾擔任多間香港聯合交易所上市公司嘅董事。佢係香港資訊科技聯會會長、Innovate for Future（創科未來）召集人、慧科資本聯合創始人及荔園有限公司主席。邱達根亦擔任香港貿易發展局資訊及通訊科技服務委員會主席、醫院管理局成員、香港理工大學顧問委員會委員，以及廣州南沙新區香港服務中心首席聯絡官。2021年，佢當選立法會科技創新界功能界別議員。邱達根長期關注香港創科發展，特別係Web3技術、人工智能金融應用、數字資產同高端科技人才吸引等議題。佢提出「3+3協同發展藍圖」政策倡議書，建議香港喺2032年前建成國際數字資產樞紐。

Duncan Chiu is a member of the Legislative Council for the Technology and Innovation functional constituency, a businessman, and a tech entrepreneur. Since 1996, Chiu has served as a director of several companies listed on the Stock Exchange of Hong Kong. He is President of the Hong Kong Information Technology Federation, Convener of Innovate for Future, Co-founder of Wisdom Ventures, and Chairman of Lai Yuen Company Limited. Chiu also serves as Chairman of the Information and Communications Technology Services Advisory Committee of the Hong Kong Trade Development Council, a member of the Hospital Authority, a member of the Advisory Committee of the Hong Kong Polytechnic University, and Chief Liaison Officer of the Hong Kong Service Centre in Guangzhou Nansha New District. In 2021, he was elected to the Legislative Council for the Technology and Innovation functional constituency. Chiu has long focused on the development of Hong Kong's innovation and technology sector, particularly Web3 technology, AI fintech applications, digital assets, and attracting high-end tech talent. He proposed the "3+3 Synergistic Development Blueprint" policy initiative, suggesting Hong Kong become an international digital asset hub by 2032.
