Voluntary registration and EV service scopes
The EMSD's Voluntary Registration Scheme for Vehicle Mechanics was originally a voluntary registration for internal combustion engine vehicle mechanics. With EVs spreading, the scheme added three EV maintenance service scopes: Electric Vehicle (Elementary), Electric Vehicle (Low Voltage) and Electric Vehicle (High Voltage), each with a code. Mechanics already registered may, after completing the corresponding recognised course, add the applicable EV scope to their registered service class, while their existing internal combustion engine class is unaffected. The scheme is voluntary rather than a statutory licence.
Approved EV maintenance courses
The Vehicle Maintenance Trade Advisory Committee has provisionally approved eight EV maintenance courses from four institutes, including the Vocational Training Council, the Occupational Safety and Health Council, KMB Academy and a Guangzhou institution, covering elementary, low-voltage and high-voltage levels. Generally the high-voltage course suits practitioners who have completed the low-voltage course, gradually building the ability to handle high-voltage systems. The VTC's continuing professional development programmes offer both low-voltage and high-voltage training. Taking an approved course is the usual way for an existing mechanic to add an EV scope.
High-voltage safety and industry recognition
The core risk in EV maintenance is high voltage. Technicians must strictly follow isolation, voltage-verification and re-energisation procedures, use suitable personal protective equipment and insulated tools, and confirm the system is isolated before starting work. Beyond safety procedures, they must also master diagnosis of battery management, charging and motor control systems. In the trade, mechanics can add EV service scopes through the registration scheme and obtain related statements of attainment through approved training and recognition mechanisms to show their ability to handle EV repairs.
