The legal requirements: age and certificate
The Factories and Industrial Undertakings (Loadshifting Machinery) Regulation requires the responsible person to ensure a forklift is operated only by someone aged 18 or above who holds a valid certificate for that type of truck, and to provide a training course for any employee instructed to operate one. Academic qualifications are not the barrier; completing a recognised course and keeping a valid certificate are. The regulation applies to industrial undertakings, and the responsible person must also keep training and certification records available for inspection.
Training courses and certificate renewal
The Labour Department recognises three courses - new operator, experienced operator and revalidation - each with a written and a practical examination, and a certificate is issued only when both are passed. Someone with real experience but no certificate may enter the experienced-operator course on written proof from the employer, while a holder whose certificate is expiring or has recently expired must take the revalidation course for a new one, which also carries experience or operating-day requirements. Applicants must also meet the course's attendance requirements before sitting the examinations.
Daily checks and site safety
Before each shift an operator checks hydraulics, brakes, tyres and warning devices, keeps within load limits and speed, and follows the site's pedestrian-separation arrangements. The Labour Department's guidance attributes forklift accidents largely to inadequate training, failure to separate pedestrians, slippery floors, steep ramps and poor tyre maintenance, so safety awareness and following procedure matter as much as operating skill. Operators should also watch the truck's centre of gravity and the angle of ramps to avoid tipping, and must never carry passengers or raise people on the forks. Refresher training and revalidation keep the certificate current and reinforce these habits.
