The job: inspect, treat and report
A technician may visit several sites a day, starting with an inspection to identify the pest and its source and then, as appropriate, setting bait, spraying, placing traps or recommending environmental changes. FEHD promotes Integrated Pest Management, which favours the least harmful effective measures — cutting off food, removing harbourages and blocking runs — before chemicals. Before using bait, residents or clients must be notified and contact with baits avoided, and locations, methods and follow-ups recorded. Reports must be written at the end of the visit to show what was done and what still needs attention for the next check.
The framework: the Pesticides Ordinance and safety guidance
Hong Kong sets no statutory licence for pest control technicians, but pesticides are tightly regulated. The Pesticides Ordinance (Cap. 133) and the Pesticides Regulations govern the import, supply, manufacture, repackaging, storage and retail of registered pesticides, which only licensees may carry out, and AFCD administers the regime and the register. Rodenticides must also be registered locally or approved by AFCD. On safety, a guidance document co-produced by FEHD's Pest Control Advisory Section and the Labour Department's Occupational Health Service explains routes of pesticide poisoning, safe application, ventilation, personal protection and first aid, and is essential reading for frontline staff.
Entry and skills: company training and professionalism
Technicians typically enter after secondary education, joining a pest control company as an assistant and learning from mentors to identify pests, apply treatments and write reports before handling cases independently. Beyond hands-on technique, they need to read product labels and safety guidance, use protective equipment and communicate with clients. Because every site's pest problem differs, experience and judgement matter greatly. Strong performers can gain further professional credentials and move up to supervisor or technical adviser, and some build a client base and start their own business. Keeping up with updated guidance from FEHD and AFCD is key to staying professional.
